We envision a North Carolina where Democratic legislators, supported by strong county parties, enact laws that ensure opportunity and equality for all.
Our Mission:
In partnership with the Democratic parties of North Carolina counties, we mobilize volunteers and resources to help build party infrastructure and elect Democratic legislators to the General Assembly.
Our Shared History
North Carolina has long been a true purple state, regularly electing both Democrats and Republicans at all levels of leadership. But over the past 15 years, Republican-led gerrymandering and a weakened Democratic infrastructure shifted power in the state legislature to the GOP.
Following the devastating results of the 2016 Presidential election, motivated Democratic voters in Orange County turned their anger into action and 2 groups were born. County-to-County (C2C) and Neighbors on Call (NoC) were created by separate groups of passionate Democratic voters to elect more Democrats to the North Carolina House and Senate.
By leveraging the Democratic stronghold, resource-rich area of the Triangle, both groups worked in close partnership with county parties, candidates, legislative caucuses, and the NCDP, becoming key players in engaging and activating Democratic voters across North Carolina.
From 2016 to 2024, each group mobilized passionate volunteers to build local Democratic power. NoC focused solely on door-to-door canvassing, building the largest volunteer operation in the state. C2C, in addition to volunteer canvassing, also deployed paid canvassers, activated volunteers to phone bank and write postcards, strategized with local county parties and campaign managers, and expanded its Latino Engagement Team.
In 2025, after years of collaborating around our shared mission, merging was a natural and strategic decision. C2C+NoC is a unified, powerful, deliberate organization keeping our eyes on the battle for the NC General Assembly year over year.
our 2024 record
In 2024, we focused on eleven swing races across the state with a goal of breaking the GOP supermajority and handing Governor Stein the power of his veto pen. And we did it, alongside other hard-working Democrats across the state!
Our combined power activated over 1,000 volunteers who knocked on 74,000 doors, made 44,000 phone calls, and sent 40,000 custom-designed, handwritten postcards. In addition, C2C’s paid canvassers knocked on over 51,000 doors and delivered custom slate cards to voters in eight of the selected districts.
Five of the eleven candidates supported by C2C+NOC won their races, each by very slim margins: Sen. Terence Everitt (won by 128 votes; 0.1%); Rep. Bryan Cohn (won by 228 votes; 0.1%); Sen. Woodson Bradley (won by 209 votes, 0.1%); Rep. Dante Pittman (won by 918 votes; 2.2%); and Senator Lisa Grafstein (won by 4245 votes; 3.3%). Given that almost all targeted races were won or lost by less than 4%, C2C+NoC’s efforts were an invaluable factor in breaking the GOP supermajority to deliver critical veto power to Governor Josh Stein.

Volunteer Engagement Team
Working across the organization, the Volunteer Engagement team works to recruit volunteers, to enrich the volunteer experience, and to ensure that C2C+NoC volunteers are actively engaged in our activities and events.

Canvassing Team
Canvasses neighborhoods in partner counties, talking with voters and distributing voter registration and candidate information.

PHONE BANKING TEAM
Partners with county parties and candidates to organize callers, identify supporters, persuade undecided voters, and encourage supporters to cast their vote through in-person or virtual phone banks.

POSTCARD TEAM
Designs, hand-writes, and mails postcards providing Early Voting and Voting information, encouraging voters to participate in elections, and promoting Democratic candidates and values. Raises funds to support these voter outreach efforts.

LATINO ENGAGEMENT TEAM
Supports county Democratic parties and legislative candidates to better reach Latino voters. Works to increase Latino voter turnout through the development of bi-lingual materials, programming to partner with Latino community groups, volunteer recruitment, voter registration, phone and text banking, and canvassing for Spanish speaking and Latino voters.

Communications Team
The Communications team designs and maintains the website, creates and edits a regularly published Call to Action (CTA), creates all printed and digital publications, and promotes C2C+NoC through social media.

DATA TEAM
Responsible for data entry and analysis for all operations. This includes assisting partner counties and candidates in preparing call and walk lists and recording results of phone banks and canvasses. Provides VoteBuilder training. Following elections, Data Management creates tables, charts, and graphs reflecting demographic voting patterns.

County TEAM LIASONS
Building local county party power is the key to long-term Democratic strength across the state. C2C+NoC County Liaisons (CLs) cultivate personal, meaningful relationships between C2C+NoC and our partner counties and candidates. CLs listen to the needs and ideas of our partners and are trusted resources and critical links between our partners and C2C+NoC.
